Isaiah 28:16 Call in the name of the LORD

Some say that because Romans 10:8-18 quotes Isaiah 28:16 and Joel 2:32 which both refer to YHWH, and in Romans 10 it says Jesus is Lord/Kurios, then Jesus as Lord is also Jesus as YHWH.
